Be thorough and detailed.

Question: Is exercising a negative externality? Should exercise and non-professional sports activities be taxed to mitigate its cost on the medical care system - as is advocated for those who smoke or are obese?

I would like to take a different view on this. I do not think, exercising is a negative externality. It would have been a negative externality if it would have been harming a third party. Well, I do not think that is the case, if someone exercise or runs in the public space, surely it takes some space but that is the right of every citizen, also it inspires others to run or to do gym to lead a healthy life. So, even if there is any negative externality, it comes with positive externalities too.

Thus, there is no question of taxing it like smoking or drinking.
