Analysis of various conversations with policymakers suggest that it all boils down to a group of large businesses that constituted mainly of the influential people and have a grear rapport with the state. Thereby these policies were fact seen to be inclined to favour businesses which contributed to the ruling party. Thus a positive policy outcome in this case essentially translates to the early lobbying in the procedural stage of the policy and rigging it to their advantage and negative outcome states the other way around.
