a) the n terminal of diode D is connected to the highest voltage in the circuit , so p terminal cant be greaater than n side voltage.

So it's reverse biased , it acts as a open circuit .

B) to determine Ib and Vc we have to do the DC analysis of the circuit

For DC analysis:

Open circuit all caps and perform analysis of the circuit .
