Surface tension is dependent on the number of the hydrogen bonds formed by the molecule. As the number of hydrogen bond increases, surface tension of the compound increases.
Compound b can form three hydrogen bonds followed by compound c which forms two hydrogen bonds. Compound a can form only one hydrogen bond
