When Na2CO3 and HCL are mixed we get the complete balanced equation;

Na2CO3(aq) + 2HCl(aq) ----> 2NaCl(aq) + H2O (l)+CO2(g)

The ionic equation is

2Na+(aq) +CO32-(aq) +2H+(aq) + 2Cl- (aq)--->2Na+(aq) + 2Cl- (aq)+ H2O (l)+CO2(g)

Now by cancelling the spectator ions (common ions) we get the net ionic equation,

2H+(aq) + CO32-(aq) ----> H2O (l)+CO2(g)

Hence option C) 2H+(aq) + CO32-(aq) ----> H2O (l)+CO2(g) is correct.
