when a function f(x) strech vertically by a factor k , it becomes kf(x).

here function y=\frac{1}{x} becomes  f(x)=\frac{4}{x} . this occur when y is multiplied by 4 .

so transformation occured is streching vertically by a factor 4 . so answer is

to obtain graph of f , strech the graph of y=1/x vertically by a factor of 4 .

graph will be similier as 1/x but streched vertically . so correct graph is graph A.

for both side graph is decreasing . there is no increasing region .

C)   there is no interval of domain for which the function is decreasing .
