F = k q1 q2 / r^2

F = 9* 10^9* 12* 17* 10^-18 / 0.41^2

F = 1.092* 10^-5 N

equilibrium charge on each sphere

q = ( 12 - 17) / 2 = 2.5 uC

net force between two

F = 9* 10^9* (2.5* 10^-9)^2 / 0.41^2

F = 3.346* 10^-7 N
