Given that

charge q1=12*10^-9 C

charge q2=-16*10^-9 C

distance d=0.53 m

now we find the electric forces

the electric force F=kq1q2/d^2=9*10^9*12*-16*10^-18/0.53^2=-6.2*10^-6 N

the electric force is repulsive

now we find the electric force having same charges (q=12*10^-9 C

electric force F=9*10^9*12*12*10^-18/0.53^2=4.6*10^-9 N

the direction of the force attractive
