Iodine on photochemical reaction it convert to atomic iodine, which on treatment with ozone leads to IO, which further dimerise form OIO. Whereas in the case of Cl2, it forms chlorine monoxide and which on further treatment with ozone again reverts back to atomic chlorine and molecular oxygen. Hence in chlorine no dimerisation occurs.
