Iodine reacts with chlorine to form iodine monochloride. this iodine monochloride melting point is 27 degree Celsius, which is around room temperature. so it exists as liquid state in normal condition.

NOTE : please note the state of iodine monochloride will depend on the conditions of room-temperature. if room temperature is around 20 degree Celsius, then ICL will exist as solid. so make sure the area where reaction has taken place ,then only enter ICl state either solid or liquid.
