D. The statement does not make sense. A margin of error of zero implies that there is no uncertainty in a survey result. This

The pollster would not have the resources nor he would be able to ensure that he can survey the entire population. A margin of error 0 does signify that there is no uncertainty in the sample survey results which is only possible if the entire population is surveyed. Being a pollster its very difficult to achieve. Hence Option D,
