As the rate of the reaction increases with the increase in pH value, it suggests that there is dependence on the strength of the base. If we look at the mechanism we see that the deprotonation of water to generate OH^- is the rate determining step. This rds affects the rate of the reaction. Now stronger the base, better would be its ability to extract H from the water.
