What are the differences between public policy and private policy?

At what point does private policy become public policy?

(Hint) This question is asking you to address the fundamental definition of public policy—the reasons for public policy, the structure of public policy and the sources of public policy.

      This is a Public Administration Course (The class is Public Policy and Evaluation) This is not an Operations Management class, however, when asked to select the subject Public Administration is not one of the subjects to select, hence I just select one under business. The question is above and information below is just a synopsis. The text being used is Public Policy-Making by James E. Anderson, 8th Edition

The differences :-

a) The public policy is the federal constitution of laws which is very democratic in nature whereas private policy is a law which is generated to protect the data of the customers of a company and is not involved in democratic processes.

b) The board of directors decides the private policies without any concern from public whereas public polices are discussed freely with people which involve no company regulations.

c) Public policy aims to protect the citizens and fulfill their needs whereas private policy aims to let know the users regarding the purpose of using the customers' information by a company.

d) Public policy provides health and legal coverage to general public whereas private policy only protects the rights of individual as well as their data.

At what point private policy becomes public policy :-

Suppose, a healthcare system collects private information of it's clients and thus those information is being protected by the private law and those clients takes admission in hospital for their health treatment which when the private policy is transferred into public policy.
