1. The tenth amendment to the constitution speaks directly to the issue of federalism or the division of power between the states and the national government. Thus, option d is correct.

First second and third option are wrong because first amendment of constitution is about religion, freedom of speech and press; fifth amendment is about the State legislature's time limit to covey its own view on formation of new boundaries, states and names of existing States; and the ninth amendment says that the non listed rights in the constitution does not belong to government, they belong to the people.
