10th Amendment of U.S. Constitution states that " the federal government held only those powers delegated by U.S. Constitution and remaining powers which are not mentioned in constitution are held by states and the people."

   

Answer of question no. 21 is :-

Alpha Inc. makes and sells a variety of household products and its decision makers can predict whether a given business action would be legal in many situations.

Because decision taking for business actions in legal terms may not satisfy all the situations and if it also does not satisfy in any situation then business cannot run in long term by applying those business actions.
