The justice Robert of supreme court gave a verdict that the federal government cannot withdraw the funds from a state government if it refuses fir Medicaid expansion which is considered to be coercive and unlawful to the state.It is categorized as unconstitutional coercion as per the tenth amendment .The 10% threshold can be an economic dragooning as per Justice Robert
