This statement is False. Kant held the view that a universalizable maxim should be one that everyone can accept as a universal law. Kant did not see this as a matter of preference by the majority. He wanted the maxim to be used as a guidance for moral decision making, by imaging everyone in the world acting in a similar circumstance.
