Spectator ions are species which remain in ionic form after completion of reaction.

In this question, AlPO4 is precipitate. Initially both of reactants exist as separate ions i.e NH4+, PO4-3, SO4-2 and Al+3. After completion of reaction, AlPO4 precipitate out and NH4+ and SO4-2 exist freely .

So NH4+ and SO4-2 are the spectator ions.

Correct option is C
