If a company has no treasury and no preferred stock then is the number the same as what says issued and outstanding? For instance dollar tree listed common stock: par value .01; 600,000,000 shares authorized, 238081664 and 237325963 shares issued and outstanding at Feb 2, 2019 and Feb 3,2018 respectively

Would those two numbers be the numbers i need to get average common stock outstanding?
