The state tries to prove that a person more likely than not committed the infraction by providing the evidence. In this scenario, more likely than not means that the person probably committed the infraction such that the probability of committed the infraction is greater compared to not commit the infraction. It can be defined as the relative frequency of the supporting events in a series of events. Hence, in the state's opinion, the person is more likely than not (probably) committed the infraction.
