As Cu2+/Cu+ acts as a cathode in an electrochemical cell.

So we know that at cathode reduction takes place which is given as

Cu2+(aq) + e- ---> Cu+(aq)

so we can clearly see that Cu2+ is reduced to Cu+ at cathode.

As we can clearly see that at cathode reduction takes place so charge is becoming less so it is not possible for anions to migrate to cathode making it unstable rather cations should migrate towards cathode as the cell runs.

From standard reduction table we can see that EoCu2+/cu+ =-0.18 V while EoBr2/Br- =1.07 V

So we can easily see that reduction potential of Br2 is more than that of Cu2+ so Br2 should form cathodic compartment while Cu2+ as anodic cmpartment.
