two-scoop cones can be ordered that have two different flavors of ice cream, exactly one
topping, and your choice of cone?

since, there is 11 flavors of icecreams and 2 flavors is need to be chosen.

so, this can be done in 11C2 ways

now, out of 3 types of cones , 1 cone can be choosen in 3C1 ways

and out of 5 type of topping, 1 topping can be choosen in 5C1 ways

so, total different ways = 11C2*3C1*5C1 = 825
