As a hat manufacturer producing caps for (1) retail sales to the public and (2) correctional services as uniforms, which production should be completed first? Why?

The retail sales to the public need to be completed first because the number of cap demand is always high from the retail sales to the general public in comparison to the demand from correctional services. Secondly, it is always important to fulfil the demand of the larger crown in comparison to small ones in order to satisfy the customer demand or general public demand.
