As per condition

\\ \frac{\mathrm{d} m}{\mathrm{d} t} = 0\\ \\ 4.08 t^{-0.2} -2.7 = 0 \\ \\ t^{-0.2} = \frac{2.7}{4.08} \\ \\ t^{0.2} = \frac{4.08}{2.7} \\ \\ t = \left ( \frac{4.08}{2.7} \right )^{\frac{1}{0.2}} \\ \\ t = 7.88 \ \rm s

Part B) Maximum Mass in the container

m = 5.1 x (3.88 s)0.8 – 2.7 x 3.88 s + 18 m = 23.32 g
