here pressure is atmospheric pressure and temperature is normal room temperature are constants. so freom Ideal gas equation PV = nRT

V is proportional to T at constant pressure and constant number of moles

here volume of the water is constant and also the number moles of the water. so from ideal gas equation

PV = nRT becomes P is proportional to T at constant volume and constant number of moles.
