Here ,

t = 0.19 s

angular speed , w = angle/time

w = 2.32/.19

w = 12.1 rad/s

radius of the wheel is r

as v = r * w

2.38 = 12.1 * r

r = 0.19 m

the radius of the wheel is 0.19 m
