The Organization for European Economic Cooperation (OEEC) was established in 1948 as a result of the Marshall Plan. It had two objectives: reconstruction of Europe with American aid and liberalization of trade among the European countries.

The Six members of the ECSC -- Belgium, France, the Federal Republic of Germany, Italy, Luxembourg and the Netherlands -- agreed at Messina, Italy in 1955 to create a full economic union and to unite their effort in the field of the peaceful uses of atomic energy. A committee headed by Belgian Foreign Minister Paul-Henri Spaak drew up a preliminary report on the Common Market and Euratom.
