We will convert Sv into mrem so that we can compare easily

As we know that

1 rem = 0.01 Sv

1rem = 1000 mrem

In an accident person receives radiation

R1 = 3.59*10^-4 Sv x 1rem/0.01Sv

= 3.59*10^-2 rem x 1000mrem/rem

= 35.9 mrem

From cosmic rays person receives radiation

R2 = 27 mrem/yr

R1 > R2

In an accident person receives radiation is more serious.
