Resistance of parallel combination, Rp = 20*30/[20+30] = 12 ohm

current I = V/Req = 25/[38+12] = 0.5 A

Voltage across 38 ohm = IR = 0.5*38 = 19 V

Charge Q = CV = 2*19 = 38 nC answer
