A scale of 1:3000 on map A means that 1 unit on map covers 3000 unit in ground area.

And A scale of 1:27000 on map B means that 1 unit on map covers 27000 unit in ground area.

27000 - 3000 = 24000

So, map B covers 24000 unit per 1 unit of the map more than map A.
