National Defence is a public good. Now, a public good has two characteristics, namely, non-rival and non-exclusive.

A good is non-rival when the consumption of the good by one individual does not reduce the amount of good available for other individual. This is because if one person feels secure by the defence system of a country, the others are as secure. One person's security will not make others less secure.

Another property is non-exclusive. A non-exclusive good is that which once provided is available for everyone in the economy, regardless of the fact whether someone pays for it or not. We cannot exclude someone from the consumption of a non-exclusive goods on the grounds of non-payment. Now, let us suppose that there are two groups in the economy, tax payers and those who do not pay any taxes. Now, the defence equipments might be purchased with the tax payers money but it cannot be the case that defence is provided to tax payers only. The country as a whole will get protected.

These are the characteristics of defense as public good.
