Current is being defined as the charge flow per second through a given section of the circuit. As per Kirchoff's Junction rule, the sum of the total current at a junction of the circuit is always zero. It means that the incoming current at the junction is equal to the outgoing current from the junction. That is the total charge flow per second towards the junction is equal to the total charge flow per second away from the junction. This is in accordance with the Law of conservation of charges. So, Kirchoff's junction rule is the answer.
