Electromagnetism is due to the interaction between all the force fields due to charges.

  • A static charge produces electric field.
  • A moving charge produces both electric and magnetic field.

Therefore, the force associated with a charge under acceleration or uniform motion, is thus said to be electromagnetic force. So the interaction between electric and magnetic fields is electromagnetism and this interaction is happening due to the relation between charges.

The charges can be both like and unlike charges. It isn't necessary that the charges must be positive and negative.
