The coefficient of Bi+3 is 1 after balancing the equation completely hydrogens, oxygen atoms and the charge balancing on bothe sides.

Bi+3 + 2Fe+3 +6OH-   ---------------------------> BiO3- + 2Fe+2 + 3H2O

oxidation half

Bi+3 + 6OH-  ------------------> BiO3- +  3H2O + 2 e- ( oxidation state of Bi changes from +3 to +5)

reduction half

2 Fe+3 + 2e- ---------------------> 2Fe+2   ( oxidation state of Fe changes from +3 to +2)
