Lewis bases are those species which can donate electron pair, which means there should be at least one lone pair available on the central atom.

if we consider \small C_4H_{10} there is absolutely no availability of lone pair on Carbon, and of course hydrocarbons do not contain any lone pair

coming to \small SiBr_4 and \small AlCl_3 both are lewis acids, as they can accept electrons from others

finally your answer is \small H_2O , there are two lone pairs available on central oxygen atom thus it can donate it, so it becomes lewis base.
