From the energy profile diagram , we can see that there are 2 transition state in the reaction mechanism and proceed through a carbocation intermediate . (Statement 1 and 3 are correct)

As activation energy of first step is higher than the second step , so first step is rate determining step (statement 4 is correct) .

Incorrect statement is statement (2) - first step is electrophilic elimination. Actually first step is removal of leaving group to generate carbocation . Since leaving group is Cl​​​​​- it is nucleophilic in nature not electrophilic.
