The highlighted pair of electrons are nonbonding electrons.

It is the 2pz orbital of fluorine interact with 1s orbital of hydrogen to form ag. The hydrogen only has 1s orbital (ag), so remaining other orbitals except ag are non-bonding electrons from FHF.

ag is symmetrical and found to be a very weak bond.
