This is a nucleophilic substitution reaction. Cyanide ion has carbon atom with negative charge and lone pair of electrons which makes it a good nucleophile. The initial step involves ionisation of the compound and a carbo cation is formed. Cyanide is strongly attracted towards the positive centre created. Hence, in a way CN- substitutes Br-

Hence, option (a) is correct. There is no elimination of any atom or ion so (b) is wrong. It is also not a re arrangement reaction as in that an intermediate converts to a final product.
