Ans :- TRUE, Because the element which have low value of standard cell potential will be more reactive and act as stronger reducing agent than other. Therefore, I act as reducing agent while Br act as stronger oxidizing agent and therefore Br can oxidize I- .

In this reaction oxidation takes place on I and reduction occurs on Br. Because the cell reaction is spontaneous so cell that uses bromine to oxidize I- under standard conditions at 298 K has positive potential.
