Upon mixing of 2-methylbutane-2-ol and aqueous HCl a homogenous mixture is obtained (one phase). After stirring for 30 min twWould like help with the second question in the attached photo. Thank you!

The added aq. Na2CO3, neutralize the any remain of HCl.

Since it HCl leads to reverse reaction, if it is not neutralized .
