According to Dilution formula:

C1V1 = C2V2

C1 = 95%, V1 = ?      C2 = 70%, V2 = 425 mL

95*V1 = 70*425

V1 = 70*425/95

     = 313 mL

Volume of 95% EtOH needed = 313 mL

Volume of water needed = V final - V initial

                                        = 425 - 313

                                        = 112 mL
