When Solid Sodium fluoride is dissolved in water, it dissociates into Na+and F-ions. F-ions hydrolyze to produce small amount of hydrofluoric acid and hydroxide ion.

  F- (aq) + H2O (l) → HF (aq) + OH- (aq)

H2O acts as an acid whereas fluoride ions act as a base. HF is conjugate Acid while OH- is conjugate base.
