In 1. It is localised becauses graded potential are those generated at a localised place on cell membrane.  

In 2. It is graded becauses graded potential are those which are local generator potential. Which are excitory in nature. They are graded ,decremental, reversible, and can either excite or inhibits the membrane.

In 3. It is thresold. Because it reaches a certain thresold when there is change in difference across membrane.  

In 4 it is short distance because they are short lived local changes in membrane potential. And this happens in few milliseconds and depolarization occurs which reduces membrane potential.
