Here we can clearly make out that value of rate constant is in s-1 . This unit signifies that it is a first order reaction. So the first order equation for graph is :-

ln (R)= - k t + ln (Ro) and we can compare this equation with straight line equation y = m x + c.

Here the y intercept is ln(R) and slope m is -k . And x is t. Values are given for y intercept and x. Putting the values to calculate k:-

30.1 = -k * - 1.64 * 107 ,

30.1 = k * 1.64 * 107,

k = 18.35 * 10-7. Answer.
