1.If a locus is in Hardy Weinberg proportions, it means that the sum of its allelic frequencies is 1.we consider a locus with two alleles p and q .therefore at hardy Weinberg equilibrium, p+q=1 and also the sum of genotype frequencies is one, p^2 +2pq+ q^2=1

3.It is because being in hardy Weinberg proportions has to do with alleles involved with a single locus for example- A and a are the two alleles of a single locus with allelic frequencies p and q respectively. If this locus is in hardy Weinberg equilibrium that means p+q=1 and has nothing to do with another locus.

And B and b are another two alleles of another locus.
