AVG INVENTORY = 35 passenger (the units is simply passenger)

AVG FLOW RATE = 255 Passengers/Hour

Avg Flow Time =
Avg Inventory/Avg Flow Rate

35/255 = .137 hours * 60 Mins = 8.24 mins

Hence, there would be passengers waiting in the line.
