1. It is false. A frameset can display row or columns or combination of both in HTML.

2. It is false. The rows attribute is used to define horizontal frames whereas cols used to define vertical frames.

3. It is false. We can have a frameset without <body> tag.

4. It is true. You can embed frameset with head and it doesn't have any negative impact. However, it is optional.
