Generally, fluorescent lights using magnetic ballast have a flicker around 100-120 Hz which most of us can’t see. This is because ballasts are powered by a frequency of 60 Hz and lamps flicker with double the frequency. When ever there is a problem with lamp or ballast, the frequency drops below 100 Hz and it becomes visible to human eye.

So the Option A would be correct.
