Explanation:

TCP connection setup starts with a three-way handshake in which client and server exchange few packets beforehand so that they are on the same page of the protocol.

Now, firstly client sends a SYN packet which means Synchronize sequence number, it informs server that client is likely to start connection and also informs about the initial sequence number of the segment that client would like to start with.

Secondly, server sends a SYN-ACK packet to the client, A SYN packet to advertise server's intial sequence number of segments and to let the client know that server is also interested in establisihing connection. And ACK packet which means acknowledgement to inform the client that server has recieved SYN packet that client had sent.
