Standard deviation is a measure of spread of points from mean ,

since the histogram is symmetric , we can see that the center value or mean is 7 for all , and two blocks in 4,6,8,10 are common to all histograms , so the spread is caused by a block in 3 and 11 in histogram a, block in 2 and 12 in histogram b , where as in histogram c it is at 4 and 10.

so b has more spread than a and c has the least spread , so the order of standard deviations is
